Elaria and how should cultists fight on homeground
Elaria grew up in a wealthy merchant's family in Havena. After growing disagreements with her family she was outcast and turned to crime to finance the lifestyle she seeks.
When considering a fight between your heroes and the cultists, very likely the heroes would be stronger fighters, better armoured and more likely having magic at their disposal. Elaria is a good example of someone who could hurt the heroes if the fight is on her terms (knifes in the back before heroes can react).
Familiarise yourself with the Ambush rules (Core p237f) and don't hesitate to give the cultists a bonus or your heroes a penalty to account for different knowledge of the location. A standup fight on an open market is rather unlikely to happen. A fight in the Cramped Spaces of the Sewers and cultists using Advantageous Position or Attacks from Behind (all three can be found in Core p238) are much more likely and
make these cultists a dangerous foe.
