The Investigator
The Horasian Empire is the most advanced realm in many aspects. If you think about the intrigues of the Borgia in Renaissance Italy or of Cardinal Richelieu in Musketeer France (minus the muskets), that's about right.
So the empire actually has a rather modern criminal force in its capital city of Vinsalt, the Connetablia Criminalis Capitale (CCC).
The CCC relies on Konstablers as the main investigators and streetcops that outrank any normal city guards. They are supported by Inspectors that mainly have an academic background including alchemists and mages, especially those of the academies in Methumis (Clairvoyance) and Vinsalt (Healing).
Horatio Peruzzi is one of the so called Visitatores, special agents that can freely roam and investigate any case they deem important.
He can call upon support from Constables and Inspectors of the CCC as well as normal city guards, even outside of Vinsalt.
While his focus is on cults, conspiracies and counterintelligence, chances are the actions of the heroes will cross his path. As such he can be an ally, competitor or outright enemy of your heroes, depending how lawabiding they are and how ruthless their methods are.
He might already be on the trail of the villains the heroes come across, though he will not appreciate their interference and might even try to have them arrested "for their own safety" at first, depending how much of an adversary role he should have in your campaign. For heroes that leave a path of destruction he could be the bloodhound to chase them and bring them to justice.
Considering the above, the spy profession in the secret agent variant (core rules page 141) seems to be the best basis and we want him to be a veteran, very experienced, otherwise he would not have gotten the promotion to the ranks of the Visitatores.
He will need high perception, stealth, intimidation and streetwise with some solid knowledge about religion, magic and spheres.
A few skill specialisations (like Intimidation > Interogation) will sharpen his skill profile.
Giving him the Fedorino combat style including the advanced combat special abilities related to it will make him a good duellist.
He is relatively well versed in using crossbows, often carrying a loaded Balestrina hidden under his reinforced Leather Coat.
For mundane special abilities we can't not take "Good Cop, Bad Cop" for him. Lip Reading and Speed Writing to make quick notes are helpful for an investigator.
Relatively rare is the Analyst special ability which helps him investigate magical events without being a sorcerer himself.
