Alchemy is often a way for magic users whose talents are too weak or were discovered and trained too late, to use their magic. But anyone willing could dabble in alchemy. And there are some recipes where not being a magic user is advantageous. On the other end of the spectrum a lot of fully trained mages also specialise in alchemy, for example the academy in Festum is renowned for their alchemy.

Thesia Stormrock did not attend an academy, but her mentor was educated in Festum and trained her like a guild mage, though his education was a bit light on spells and rituals and focused instead on alchemy.
